ACTIVITY REPORT of DEF (2003-2011 Updated)
Since its inception in December 2002, Digital Empowerment Foundation (DEF) has engaged itself into number of activities while pursuing its mission and objectives of ICT delivery and promotion in India. The focus areas of intervention had been in development, promotion, spread and usage of content for grassroots use and consumption.

ACTIVITY PROGRAMMES 2010-2011
1. eNGO
Currently DEF is implementing the national pilot programme ‘eNGO’ with 500 grassroots organizations. The programme is a joint initiative of Digital Empowerment Foundation & National Internet Exchange of India (Dept. of IT, Govt. of India). www.engo.in
2. Digital Panchayat
Currently DEF is implementing the national pilot programme ‘Digital Panchayat’ with 500 Panchayats in India. The programme is a joint initiative of Digital Empowerment Foundation & National Internet Exchange of India (Dept. of IT, Govt. of India). www.epanchayat.in
3. Digital Knowledge Centre (DKC)
Currently DEF is implementing the national programme ‘Digital Knowledge Centre’. The project is about creating a digital repository of best ICT and digital practices in India and South Asia. The objective is to create 50-200 audio-visual documentaries. The programme is a joint initiative of Digital Empowerment Foundation & National Internet Exchange of India (Dept. of IT, Govt. of India).
4. APC India Research Project
Currently DEF is working on a India ICT for Envrionment Mapping research study for Association for Progressive Communications (APC)
5. mBillionth Award 2010
DEF implemented and launched the first edition of the mBillionth Award. The platform is to recognize the felicitate innovative mobile applications and innovations in India and South Asia (www.mbillionth.in)
ACTIVITY PROGRAMMES 2009-2010
1. South Asia Internet for Development
DEF organised the one day International Programme supported by The Internet Society (ISOC), a global Internet for Development Agency based in Washington. The one day programme was held on September 17, 2009 in New Delhi.
2. World Summit Award, Grand Jury 2009
DEF was national organizer of the World Summit Award 2009 Grand Jury, hosted in India by DIT, Govt. of India. The WSA is a global event on econtent for development under WSIS and now under UN auspices.
3. India International Summit 2009 on Digital Content
DEF organized the Summit in April 2009 as part of the World Summit Award Grand Jury. The summit witnessed participation from 40 countries expert on digital content for development.
4. Chanderi Weavers ICT Resource Centre (CWIRC)
DEF has ideated this programme and currently implementing it in Chanderi in Madhya Pradesh province in India. This resource centre is facilitating various ICT services to local weaving community including skill development and capacity building training. This project is supported by Department of Information Technology, Govt. of India.
5. The Manthan Award 2009
DEF organized the 6th edition of the Manthan Award in New Delhi. The Award is about recognizing and felicitating best digital innovations in India and South Asia. www.manthanaward.org

ACTIVITY PROGRAMMES 2008-2009
1. Internet Awareness Programme
DEF is currently implementing various programme variables under this programme supported by National Internet Exchange of India, a DIT agency of India. The various sections of this programme are – Digital Panchayat, eNGO, Content Exchange platform and Internet Awareness programme.
2. Internet Governance Forum
DEF hosted one of the workshops in IGF 2008 in Hyderabad in India. The workshop focused on ‘Low Cost Sustainability Access’ on content and services. IGF is a global event under UN auspices. The workshop was attended by key people from the Ministry of Communications & IT, Govt. of India and other international participants.
3. Manthan Award South Asia 2009
DEF is holding the 2008 edition in October 2008. The award is about recognizing best e-Content practices for development in South Asia. The awards had many facets, those are:

4. Community Radio
DEF is currently managing setting up community radio, content development and technology facilitation for SEWA, Ahmedabad and Barefoot College Campus in Rajasthan. DEF’s role is supporting, handholding, training, capacity building, content training and development, monitoring and evaluation.
5. iREP
This is an ICT based entrepreneurship program towards rural entrepreneurship. DEF has undertaken baseline research and study before developing course curriculum and implementing this program with support from ILFS ETS and in association with Indian Institute of Management, Ahmedabad.
6. Hyderabad First
DEF got involved in undertaking a comprehensive assessment and study of e-Governance based public service delivery system in Greater Hyderabad Municipal Corporation. DEF undertook a full fledged survey and assessment of Hyderabad First Project from Greater Municipal Corporation of Hyderabad.
7. Harvad Business School – India School Fund Project
DEF is again privileged to be part of this ISF program of HBS. DEF undertook a survey and assessment of ISF funded project in Mathura District of Uttar Pradesh.
8. Content in School Projects – Gyanpedia.in
DEF is implementing a national project on content based learning in India being supported by Media Lab Asia, DIT, Govt. of India. The project is about providing a nation wide web platform for students and teachers to contribute in educational content exchange learning exercise. DEF undertook survey and assessment of horizontal and vertical indicators and variables in fulfilling identified objectives. (www.gyanpedia.in)
9. Community Information Resource Centers (CIRCs)
Digital Empowerment Foundation is one of the key partners of INTEL India under its World Ahead Program. Under this program, DEF is supported by INTEL India to set up ICT enabled Community Information Resource Centres. Currently the project is being run in Ranchi in Jharkhand and the next is in process in Rajasthan.
10. Local Area Portal / Digital Panchayat
DEF has developed this project based on local ICT and content needs with a bottom up approach. The project has been pilot tested in Dausa and Pune adjoining villages in Rajasthan and Maharashtra. A detail survey of communities went beforehand initiating the ‘Digital Panchayat’ project. (www.localareaportal.org)
11. DEF involved in the CSC Framework
DEF is associated as the national partner in the Common Service Centre framework of Government of India. DEF has aligned with IETS in the content segment of the mega project for governance delivery across the country. DEF’s role is in identifying content innovators, producers, and others and their integration with the CSC framework.
12. Neerjaal
This is one innovative project of DEF in partnership with Barefoot College, Tilonia, Rajasthan. The project is about community water resource management and sustainable use through web enabled water monitoring and testing mechanism. (www.neerjaal.org)
ACTIVITY PROGRAMMES 2007-2008
1. iREP
This is an innovative approach towards rural entrepreneurship that DEF is implementing with support from ILFS ETS. This is an ICT based entrepreneurship program under which rural youths with entrepreneurial capacities are being trained with a certified course developed in association with IIM Ahmedabad.
The larger objective is to train potential social entrepreneurs in rural and semi-urban India to start commercial ventures using ICT like info kiosk centres. This iREP program is aimed at developing the requisite skills and approach towards such technology based social business initiatives. The program areas include risk taking, liaisoning and networking, communication strength, business plan parameters and so on. The program components include training, hand holding, consultancy, post-venture guidance and support, market linkages, networking support and so on.
2. Hyderabad First
DEF is privileged to have the responsibility of undertaking a full fledged survey and assessment of Hyderabad First Project from Greater Municipal Corporation of Hyderabad. The project is an e-Governance based service delivery mechanism. The mandate of DEF had been to assess and evaluate the performance of the project so far. The project is one of the unique ICT based service delivery mechanism of governance services to the citizens in and around Hyderabad city. Through the project the Greater Hyderabad Municipal Corporation is attempting to provide services like online payment of taxes, bills, grievance redressal, issuance of certificates and so on. DEF had undertaken the comprehensive survey and submitted its report to the GMCH in July, 2007.
3. Harvard Business School – India School Fund Project
DEF is again privileged to be part of this ISF program of HBS. DEF is undertaking a survey and assessment of ISF funded project in Mathura District of Uttar Pradesh.
The India School Fund (ISF) was founded as a nonprofit organization in March of 2005 to ensure effective delivery of quality education and drive entrepreneurship to break the vicious cycle of poverty in rural areas of India. The following month, fund was raised among HBS students to build an education center in Rajugella village. Since then, research and consultation with experts enabled the team to integrate the best elements of various programs into a comprehensive and state-of-the-art model that can be replicated to other regions of India and even beyond.
ISF will create talent markets around clusters of schools through leading teaching content and practices, community programs, and incentive systems which promote entrepreneurship and core-skills development such as enhancement of technical skills, soft skills and life skills.
DEF believes that once equipped with these core skills, the poor will develop self-confidence as well as the tools and relationships necessary to become free, empowered and productive citizens, regardless of their caste or historical living conditions. DEF is privileged to be associated with this project.
4. Content in School Project (CIS)
DEF is implementing a national project on content based learning in India being supported by Media Lab Asia, DIT, Govt. of India. The project is about providing a nation wide web platform for students and teachers to contribute in educational content exchange learning exercise. Under this project content generated in ICT School labs across government run schools shall be collated, verified, segmented and uploaded on the web for free learning and sharing. This student wikipedia shall cater to the educational needs of hundreds and thousands of school going children in India. This multilingual web platform no doubt shall enable and promote e-learning in India in a big way. DEF has enrolled willing support of organizations like American India. Azim Premji Foundation in this project as content partners.
5. Manthan-AIF Award 2007
The 2007 edition of the Manthan Award for India’s best e-Content for Development is being announced. The dates are blocked for September 21-22 at IICC, Lodhi Road, New Delhi. The Award is about recognizing grassroots e-Content innovators and practitioners who are doing pioneering work towards an ICT enabled growth and empowerment.

6. Second International Conference on “e-Content & Sustainability”
DEF had undertaken a vital initiative in holding the First International Conference on “e-Content & Sustainability” in New Delhi in 2006 as a vital component of the Manthan Award. The Second edition is slated this September. The Conference shall highlight issues in e-Content creation, utility, challenges and sustainability. Speakers from national and international agencies and departments are being invited for the daylong event. [A separate web platform specifically for this event is being prepared]
7. Content Exchange Platform
This is DEF’s new initiative as a side parallel event during Manthan. As a part of CEP, a broad based platform shall be provided to content producers, practitioners, promoters and others to learn, share and exchange from each other their experiences, products etc.
8. Manthan Fellows
This is another parallel event on the sides of the Manthan Award 2007. Under this program all the past and present Manthan Award winners shall be sharing a common platform to discuss and deliberate on content based issues for further learning, exchange and sharing. This platform is a continuous platform for the fellows to assemble, discuss, and hold consultations on content based issues from time to time.
9. English Relay Program
DEF is spearheading India’s first of its kind program of making the rural children of government school to get friendly with English language. ERP enables a child to understand and speak English within a year. The ERP is developed by IL&FS Education & Technology Services, and DEF is its National Partner for its implementation. The pilot is undergoing in Bhaunri village of Bharatpur district where 500 children are undergoing one year ERP program. Of late Mansoorpur village in Vaishali district of Bihar has been experiencing this unique English learning exercise among school going children. The project is equally under implementation at Sangam Vihar in Delhi.
10. New India
This is the name of the compilation of recent ICT based service delivery projects in India that DEF is bringing out. This publication is a sincere attempt to highlight the various aspects of these e-Governance and related projects, their success parameters, their challenges, drawbacks and their future tracks. Projects like Aarohi of Uttarakhand, Asha of Assam, e-Seva of Andhra Pradesh, Lokvani of Uttar Pradesh shall find detailed depictions in case study format with sustainability questions. DEF has undertaken painstaking field visits to file these case studies.
11. Community Information Resource Centres (CIRCs)
Digital Empowerment Foundation is one of the key partners of INTEL India under its World Ahead Program. Under this program, DEF is supported by INTEL India to set up ICT enabled Community Information Resource Centres. The focus areas of these centres are livelihood generation, education improvement, health focus, and rural development, all through ICT tools. The core target groups are children and women. The Centres are being launched in Kuppam in Andhra Pradesh, Dhanaulti in Uttarakhand, Mansoorpur in Bihar.
12. Manthan Award / ICONECS 2007
The 2007 edition of International Conference on e-Content & Sustainability and Manthan Award 2007 was held on September 21-22, 2007 at India Islamic Cultural Centre (IICC), Lodhi Road, New Delhi. The two days event culminated in the Manthan Award ceremony recognizing 39 best e-Content practices and innovations from across 15 categories like livelihood and entrepreneurship, education and learning, health and community broadcasting, governance and others. Distinguished speakers like Sam Pitroda, Rajendra Singh, B V Selvaraj graced the occasions.
ACTIVITY PROGRAMMES 2006-2007
1. Manthan-AIF Award 2006
The 2006 edition of the Manthan Award for India’s best e-Content practices was held on August 5, 2006 in New Delhi, India. American Indian Foundation was the principal partner for Manthan Award 2006. Other partners to the event include the Government of Uttaranchal, Department of IT, India, HiWEL, MetalLearn, and others. This year’s Manthan edition witnessed winners in 14 categories unlike in 8 categories in the last year’s edition. The details of the Manthan Award can be viewed at www.manthanaward.com.
2. First International Conference on “e-Content & Sustainability”
DEF had undertaken a vital initiative in holding the First International Conference on “e-Content & Sustainability” in New Delhi on August 5, 2006 as a vital component of the Manthan Award. The Conference highlighted issues in e-Content creation, utility, challenges and sustainability. Speakers from national and international agencies and departments were invited for the daylong event. The list of speakers during the conference included Ms. Maxin Olson, UN Representative in India and UNDP Resident Coordinator; Mr. Wajahat Habibullah, Chief Information Commissioner, Government of India, Mr. Bibek Debroy, Secretary General, PHD Chamber of Commerce and Industry, a premier Industrial body in India.
3. National E-Gov Portal [www.egovworld.gov.in] DEF is solely responsible for this nationwide portal on e-Governance in terms of developing and maintaining the content. The project is a joint initiative of several national organizations like NIIT, UNDP, DIT (Department of Information Technology) and NISG (National Institute of Smart Governance). The project is on a launching mode soon, and is aimed at dealing with e-Governance issues in India in and the work.
4. DEF Aligns with National Administrative Academy
DEF is privileged to be associated with Lal Bahadur Shastri Academy of Indian Administrative Services in Mussorie, Uttaranchal this year. LBS is the prime institute in India for training of India’s civil servants. It is an institutional of national pride and intellect. Mr. Osama Manzar, Director, DEF held a teaching session on community radio with the civil servants trainee, as how these young civil servants can experiment with community radio in the rural areas when they go for their big post of a Collector (District Magistrate).
5. DEF associates with National Police Academy (NPA)
DEF received the privileged position to be associated with India’s top police team at National Police Academy, Hyderabad on ICT. In early July this year, Mr. Osama Manzar was invited to take part in a closed door meet with country’s top Police officials at NPA to discuss ICT and community policing in India. NPA is the sole academy to train India’s Police Civil Servants.
6. DEF teams up with IIMA
Early 2006, DEF signed an MoU with IIMA to develop course material for Social Entrepreneurship program, especially designed for training the trainers who would ultimately train the Village Level Entrepreneurs (VLEs). Government of India has approved to establish 100,000 Common Service Centers enabled with ICT tools, across the rural India, for which DEF along with IIMA and IL&FS Education Technology Service Ltd., are launching national social entrepreneurship program both in classrooms and through e-learning modules.
7. Local Area Portal (LASP) for Parliamentary Constituencies
DEF is developing a GloCal web portal for Dausa parliamentary constituency in Rajasthan State of India in order to put Dausa on global platform using the web as the universal medium. The idea is to make the government of the day think of making it necessary to have each and every parliamentary and legislative constituency portal on the web and thus reach the global audience with local information and attract not only global investments, businesses but also attract tourists and put the local knowledge and other assets on the global market place. The same is going to be launched in the fourth quarter of 2006 by the name of “Local Area Portal”.
8. English Relay Program
DEF in association with IETS (IL&FS Education Technology Service Ltd) is implementing an English Relay project for teaching English education among rural school children. The project is currently being implemented on pilot basis in two villages of Rajasthan State. DEF is involved in this project to execute the program in one village where 500 children and 8 teachers have been identified and trained. The program is for 11 months.
9. DEF involved in the CSC Framework
DEF is associated in the upcoming Common Service Centre framework of Government of India, which slated to be achieved by Mid-2008. DEF has aligned with IETS in the content segment of the mega project for governance delivery across the country. Under the CSC project, the Government of India has embarked upon a major digital expansion by setting up 100,000 rural Common Service Centres (CSCs) in the country. These centres shall be set up as computer kiosks, at a total cost of (USD5.5 billion approx), through a public-private partnership (PPP) mechanism. These centres are expected to bridge the digital divide between the urban and rural areas. The CSC project is a strategic corner stone of the national e-governance plan, approved by the Government in May this year. Under this project, the CSCs will be broadband Internet enabled and will offer a basket of Government-to-citizen and business-to-customer services.
10. Dataquest e-Gov Summit & Champions Award 2006
DEF has been appointed the Process Partner for this national summit as well as Jury Process partner to Dataquest’s e-Gov Award for the people championing the cause of e-governance across the country. More details can be seen at www.dqegovsummit.net . DEF is associated for the next year as well.
11. Community Resource & Information Centre (CIRC)
DEF is gradually setting up Community Resource and Information Centres across the country as ICT hub in villages and local communities. These centres are aimed as information, communication hubs dealing with products and services in this regard serving the needs of the local communities in education, health, livelihood, public service delivery services and others.
One important purpose of these CIRCS is to fulfill the content needs of local communities through online and offline facilities. The first CIRC is being set up in village Mansoorpur Village in Vaishali District of Bihar State in India. Two more centres, one at 24 South Parganas in West Bengal and another at Kuppam are coming up.
ACTIVITY PROGRAMMES 2005-2006
1. E-Content 2.0
DEF published and released e-Content: Voices from the Ground – Sequel 2.0 in Tunis during UN World Summit on Information Society 2005 in November. This second version of the same titled book consists of overviews of 38 countries as their e-readiness situation including mention of more than 400 best practices. 2. DEF & CDAC
DEF helped Centre for Development of Advanced Computing (CDAC), a Government of India enterprise, in the preparation to participate in Tunis phase of WSIS by taking responsibility of preparing the entire outreach material and putting up the stall. Besides, DEF also helped in networking CDAC with international community and major participants.
3. Education Technology in India – 2005
DEF undertook and completed a nationwide study on Education Technology in India. The study was completed in March 2005, and its part handed over to USAID, who had appointed Mr. Osama Manzar as a consultant. The report highlights various best practices in ET, and how technology and ICT are playing decisive role in education to reach larger masses. The study also highlights role of various media and technology in educational programs vis-a-vis Sarva Shiksha Abhiyan, a mass educational program in India.
4. Mid Term Study of Aarohi Project: ICT in Education in Uttaranchal
DEF accomplished the “Mid-Term Study” of State Government of Uttaranchal’s flagship project of providing ICT laboratory in all the government and government secondary schools across the state in 1400 plus schools. The government has started the project about more than 3 years back, and reaching the end of its implementation. The mid-term study had been assigned to DEF to find the progress and shortcomings of the project so that there could be consideration of any change if the learning is tabled by independent body. The study was finished, tabulated, analyzed and submitted to the state government in March 2006.
5. Project Assessment Study for American India Foundation
DEF undertook an assessment study for AIF in its educational program, Equal Access apart from other projects, about their performance, promises, execution, and viability. DEF completed assessment of 3 such projects and handed over the report. A final report was submitted in April 2005.
6. The New India: Where do we go from here?
DEF undertook a massive research on the viability of ICT for Development projects undertaken in India for the last 5 years. The research “Where do We Go from here?” is an endeavor to find out the projects using ICT tools and applications which can be considered for scaling up and replication without any financial support so that it could ignite the spirit of social entrepreneurship across the length and breadth of the country. The final outcome in the shape of a book will be released soon.
7. National Mission on Bamboo Application
It is a mission to develop ICT-enabled outreach program for converting the Bamboo resource into the means of poverty alleviation. DEF is partnered with NMBA in its technological mission and vision.
8. DEF in 10th Dubtech Summit on GCC Information Society
Osama Manzar of DEF was invited to chair “10th Dubtech Summit on GCC Information Society” on February 8-9 2005 in Dubai. Mr. Manzar also made a presentation on “Where is Information Society in GCC?” The presentation highlighted the overview of the entire gulf region’s status vis-à-vis Information Society and WSIS. A long debate was also conducted on each countries positioning on the achievements and challenges of information society.
9. Case Studies Conducted
DEF had undertaken numerous case studies on ICT application and delivery of services in India so far. These studies have revealed interesting aspects of technology based development and growth strategies. Comprehensive case studies have been conducted on several e-Gov initiatives in India like e-Seva in Andhra Pradesh; education initiatives like the Aarohi project in Uttaranchal, entrepreneurial development like the Akshaya project in Kerala State, and others.
ACTIVITY PROGRAMMES 2004-2005
1. Launch of the Manthan Award (October 10, 2004)
In 2004 Digital Empowerment Foundation formally launched the Annual Manthan Award for India’s best e-Content practices. The award is to recognize the grassroots efforts in content development, promotion and usage across the country for community empowerment and development. The award is to promote the grassroots content developers and innovators in every possible way through the Manthan platform. For details of the Award please log on to www.manthanaward.com.
The Manthan Award is the first of its kind in India which emphasizes the importance of Content in bridging the ever widening digital divide. The aim and purpose of organizing The Manthan Award (Indian name given for the e-Content Award) is to recognize, encourage and further disseminate India’s best e-Content practices to break the information barrier which is one major factor in underdevelopment and backwardness in India.
2. National Workshop on ICT
Digital Empowerment Foundation along with Planet Finance, India organized first ever workshop on ICT and policy initiative for civil societies in association with Global Internet Policy Initiative, India, (April 22 – 24, 2004). The workshop highlighted the role of ICT in a developing society like India where the dichotomy of development and underdevelopment is not uncommon to notice. DEF in Global Summit on ICT Digital Empowerment Foundation was the co-organizer and active participant in the Global Summit on Information, Communication and Technology (ICT) in Hong Kong from 10 to 15th May 2004. DEF also invited and organized the participation of Department of Information and Technology and Ministry of Communication and Information Technology, Government of India.
3. ICT Conference in Pakistan
Digital Empowerment Foundation in partnership with PlaNet Finance India organized the first ever Information Communication Technology conference in Pakistan on 24th September 2004. The conference helped India and Pakistan to understand how ICT can help both the countries in alleviating poverty using ICT as means.
4. Datamatix Gitex 2004
Digital Empowerment Foundation participated in the “Datamatix Gitex 2004 conference on Digital Economy and Information Technology” on October 2, 2004, which was held in Dubai. Mr. Osama Manzar was invited to speak about the development and current scenario of “BPO Industry in India”. His contribution was warmly received by one and all with.
5. Global ICT Conference
DEF participated and represented India in the “Global ICT Conference” in Baku, Azerbaijan during November 25-28, 2004. The conference was organized by the IT Ministry of Azerbaijan and World Summit Award. It must be noted that DEF is a close partner of WSA and Mr. Osama Manzar, Director of DEF, is one of the board of directors of WSA.
The Baku conference also released a set of RECOMMENDATIONS for WSIS 2005 in Tunis. Mr. Manzar was one of the keynote speakers in the conference and he presented on “Brain Drain to Net Gain: BPO in India”.
ACTIVITY PROGRAMMES 2003-2004
1. DEF in UN World Summit on Information Society (WSIS)
Digital Empowerment Foundation participated in The United Nation World Summit on the Information Society 2003 in Geneva and got its book “e-content Voices from the Ground: Sequel1” released. The book had been received extremely well. The book is a joint initiative of Digital Empowerment Foundation and UN’s World Summit Award.
The purpose was to bring upfront various e-content initiatives from across the world, country by country, the efforts which are converting country’s resources and services into digital domain for global attention, consumption and economic upliftment of not so e-enabled countries.

2. DEF & WSA partnership
Digital Empowerment Foundation was selected by World Summit Award (WSA) as a partner to choose the best e-content practices all over the world in 2003; as a result Mr. Osama Manzar, Director, DEF was selected as one of the 35 Grand Jurors worldwide and is also in the Board of Directors. He is also responsible for choosing the best e-content worldwide and is also selected by WSA as the country expert for India for e-Content applications.
