on the 11th and 12th of September in New Delhi. This workshop is supported by Ford Foundation, Delhi.

Project Background
Since the 1995 Supreme Court judgment which proclaimed that airwaves are public property, community radio is perhaps one of the only sectors to have successfully reclaimed part of the FM spectrum for people’s right to freedom of speech and expression. However, the world is changing rapidly, and one can no longer avoid engaging with the digital media landscape. It is worth noting that most community radio stations in the country use digital media like mobile telephony and internet on a daily basis. While these stations have fought for their right to the airwaves in terms of FM spectrum, they are willing to pay private companies or the State, to access mobile telephony or internet services. After all, even the 2G, 3G and even 4G spectrum is just as much public property as is FM. In this context, what questions of access and rights emerge for communities who could use digital media to enhance their quality of life? What are the ways in which they can access digital media technologies? What are the challenges of engaging the digital media environment from a legal perspective? This workshop is aimed to address these question, with the hope of continuing dialogue on these subjects.

- All participants have to be in Delhi by the 10th of August, since we start early on the 11th
- Travel, accommodation and food for all selected participants will be covered
- Workshop is in English, there will be no translations
- Representative of the licensee organization will be preferred
- First preference will be given by community radio stations that are presently broadcasting
