At its emergence, DEF has been engaged itself in addressing societal and developmental gaps in the communities of India. In order to create ecology of knowledge-driven society at a larger extent and share its experiences globally, in 2008, DEF rooted its existence with the Global Information Society Watch (GISW), a joint initiative of the Association for Progressive Communications (APC) and the Humanist Institute for Development Cooperation (HIVOS).
The presence in GIS Watch helped DEF to extend its perspective of ICT and expand its objective and mission in two major issues – Environment and Climate Change Issue, and Internet Rights and Human Rights.
In 2011, in order to address the issue of Internet and making it as a basic human right in India, DEF published the report, ‘The role of the internet in the right to information in India’ in GIS Watch focused on ‘The Internet, Human Rights and Social Resistance’.
